Keith E. Taylor |
Mr. Taylor, a former partner at
Deloitte Consulting and PricewaterhouseCoopers, has more than 20
years experience providing technology and financial management
solutions to a variety of public sector clients. He has
significant experience delivering large technology implementations
for civilian, defense, and international government organizations,
and a successful track record in building consulting practices
focused on large technology solutions. Mr. Taylor is a Certified
Public Accountant and Certified Government Financial Manager,
specializing in the implementation of enterprise-wide financial
management, grants management, and related technology solutions.
Mr. Taylor’s successful design and development efforts include the
recent deployment of the Migrant Student Information System (MSIX),
a web-based system to track the academic and related information
for children of migrant farm workers, an initiative under the No
Child Left Behind initiative. He also led the design and
development of the Grants Administration and Payment System
(GAPS), one of the first Federal systems to leverage the power of
the web to process over $40 billion in grant and loan
disbursements. Mr. Taylor also led the integration efforts for the
Education Central Automated Processing System (EDCAPS), an
umbrella program that provided on-line, real-time integration
between the core accounting, grants management, procurement,
travel, and recipient systems. Prior to these three Department of
Education efforts, Mr. Taylor led the design and development of
the core financial applications for the United Nations Integrated
Management Information System (IMIS), a custom-developed system
that included the full range of budgetary accounting and related
transactions.
Mr. Taylor has implemented a range of COTS solutions. He led the
implementation of Education’s Oracle Federal Financials solution,
helping the Department achieve their first clean audit opinion in
over five years. He also implemented Oracle Federal financials at
the Federal Aviation Administration (FAA), and provided strategic
advice to the DOT CFO for the department-wide DELPHI Oracle
Financials implementation. He implemented PeopleSoft Financials
for Ginnie Mae, as well as the PeopleSoft e-Payroll migration for
the U.S. Department of Labor. Mr. Taylor was also the senior
consulting advisor to NASA as they formulated their strategy for
the procurement and implementation of SAP, helping them define a
phased implementation strategy and a comprehensive governance
structure.
Mr. Taylor also has extensive experience in building large
technology practices. He led the creation of the Oracle Federal
Financials practice at PwC, a practice that grew to over 125
consultants and over $50 million in revenues in three years. He
most recently helped lead the creation and growth of the Deloitte
Federal practice, serving in a variety of leadership roles,
including the leader of their Enterprise Applications and Federal
Civilian Consulting practices, and serving as the Lead Client
Serve Partner for several Federal Civilian agencies.
Prior to his consulting efforts, Mr. Taylor was an officer in the
U.S. Air Force, providing leadership in world-wide command and
control efforts at Air Force Headquarters and Strategic Air
Command Headquarters. Mr. Taylor graduated magna cum laude with a
degree in Accounting from the University of Miami, and also earned
a master’s degree in Business Information Systems from Georgia
State University.
